1. IRN is responsible for granting and issuing the Electronic Passport Portuguese, namely the ordinary passport, the special passport, and the passport for foreign citizens.
- IRN’s service catalog also includes citizen service foreigners for renewal of Residence permits (temporary and permanent).
- With the restructuring of the Portuguese border control system, 75 workers in the general career of the SEF transition to the IRN, ensuring the face-to-face service of foreign citizens in the Registry and Shops services of Citizen throughout the country, as well as the Decision-Making Center.
The Institute of Registries and Notaries (IRN) will now provide a more services in the field of civil identification, to incorporate the new functions in administrative matters related to the issuance of passports and foreign nationals. These competences are transferred from the Foreigners and Borders Service (SEF) to the IRN, within the scope of the process of restructuring the Portuguese border control system, which took place on Sunday, October 29th,2023.
Granting and issuance of all types of Passports
The IRN is the entity responsible for granting and issuing the Electronic Passport Portuguese, namely the ordinary passport, the special passport, the and the passport for foreign citizens, ensuring the normal functioning of the operations of this identification document.
Renewal of Residence Permit
The Registry counters will also provide service in this first phase exclusively by prior appointment – for requests for Renewal of Authorization of Temporary and permanent residency (RAR). Renewal cases for victims of trafficking in persons and for investment purposes shall be ensured by the Agency for Integration, Migration and Asylum (AIMA).
Online RAR scheduling will be available, from Monday, through the SIGA appointments on siga.marcacaodeatendimento.pt and the sigaApp mobile app. Selecting the options (i) “Registration” entity, (ii) “Citizen” theme, (iii) “Residence Permit” sub-theme, (iv) reason “Renewal of Residence Permit” and then choosing the day, time and Intended service desk.
The RAR service now has more service stations and more capacity for response, including the Citizen Shops, where the opening hours are longer. Thus, it will be possible to access this service, by appointment, at 34 registration counters and in the Stores Citizens of the whole country:
